Q: If I select dusk to dawn, are they always on at a 100% of it's brightness?

Dusk to Dawn, just means they come on at night 100% brightness and turn off at Daylight. That's the only setting it has. I love them they are very bright and make a good security light for when your not home because they turn on and off on there own with out having to turn the light switch on at night just leave the light switch on all the time. The light will come on at night and turn off during the day.

Q: The first night after installation I had a problem with lights coming on. The second night they would not come on at all. What's wrong?

I would guess improper install or defective light

Q: If one of the light panels goes out do you have to replace the entire unit or can you change the bulbs only

These are led wafers. These are not like a regular screw in bulb. I have 1 led light going 11 years. If it burns out I'll look at it. 1 70W sodium bulb is expensive. I burnt 2 bulbs. This unit should pay for itself if it last 5 years or more.
